About the company
Medical Insurance Company INKO-MED LLC is a health insurance organisation (SMO) based in Voronezh. According to the company, it has worked in the compulsory medical insurance (OMS) system since 1994 and is the largest OMS insurer in the Voronezh region; it has branches in the Belgorod and Kursk regions and, since January 2023, in Moscow. Bank of Russia licences: OS No. 2031-01 (OMS) and SL No. 2031 (voluntary personal insurance other than life).
What you should know about OMS
- An OMS policy is free; you can get it at an SMO office or through a multifunctional public service centre (MFC), and it is valid throughout Russia.
- The insured person chooses the SMO. You can switch once a year — by applying before 1 November — or more often if you change your place of residence.
- SMO insurance representatives help if you are refused free care, waiting times are exceeded or you are asked to pay for services covered by OMS; they also invite you for check-ups.

Voluntary health insurance
The company also offers voluntary health insurance (DMS) — programmes beyond OMS guarantees for individuals and employers; you can check that a DMS policy is valid on the company website.

According to the Bank of Russia, voluntary insurance premiums (excluding OMS funds) for 2025 were RUB 60.2 million, with claims paid of RUB 341 thousand (rank 98). In the first half of 2026: RUB 20.7 million in premiums and RUB 148 thousand in claims (rank 95).
