Who must insure

Owners of hazardous facilities — boiler houses, gas networks, filling stations, lifts, grain elevators, fuel depots, chemical and mining sites, hydraulic structures — must insure their liability for harm caused by an accident under Federal Law No. 225-FZ (OSOPO). A facility cannot be operated without the policy.

How the premium is calculated

By law the premium equals the sum insured multiplied by the insurance rate. The calculation follows the current regulations exactly:

  • Sum insured — under Article 6 of the law as in force since 1 January 2025. For facilities with an industrial safety declaration it depends on the possible number of victims — from RUB 15 million to RUB 9.75 billion. For facilities without a declaration: coal mines — RUB 250 or 75 million, chemical and refining sites — RUB 75 million, gas networks — RUB 37.5 million, other facilities — RUB 20 million.
  • Base rate — a range from Appendix 2 to Bank of Russia Directive No. 6711-U of 1 April 2024. For example, a boiler house — from 0.051% to 0.141%, gas networks — from 0.019% to 0.066%, lifts (up to 5 units) — from 0.005% to 0.015%. The insurer sets the exact value within the range based on the facility documents, so the calculator lets you choose the minimum or the maximum.
  • Safety discount factor — the insurer may apply it from 0.6 to 1.0. Under the Directive the factor for past claims equals 1.

Insurers' prices

The rate range is the same for all companies, so every OSOPO insurer has a coefficient of 1 in the estimate. The actual premium depends on the rate within the range set by the company.

Preliminary estimate

A boiler house without an industrial safety declaration: 20,000,000 × 0.051% = RUB 10,200 a year at the minimum rate and RUB 28,200 at the maximum. A gas consumption network: 37,500,000 × 0.019% = RUB 7,125 to RUB 24,750.
