Who must insure

Passenger carriers — bus companies, taxis, railways, airlines, shipping companies, urban electric transport — must insure their liability for harm to passengers' life, health and property under Federal Law No. 67-FZ (OSGOP). Passenger taxi operators have been required to buy such a policy since 1 September 2024.

How the premium is calculated

  • Sums insured required by law — at least RUB 2,025,000 for death, RUB 2,000,000 for harm to health and RUB 23,000 for property per passenger.
  • Rates — minimum and maximum values from Appendix 1 to Bank of Russia Directive No. 6137-U. The minimum rates were reduced by Directive No. 7298-U of 27 February 2026. Rates are set as a percentage of the sum insured per passenger, and for taxis per vehicle.
  • Number of passengers — expected during the policy term; the method of determining it is set by the Government.

The calculator adds up the rates for the three risks, multiplies them by the sums insured and by the number of passengers. The maximum rate is taken for policies with the standard grounds for releasing the insurer from payment, without a property deductible.

Insurers' prices

The rate range is the same for all companies, so every OSGOP insurer has a coefficient of 1. Where your rate falls within the range is decided by the company based on accident history, fleet condition and routes.

Preliminary estimate

An urban bus operator with stops only at designated points, 1 million passengers a year: from RUB 46,500 at the minimum rate to RUB 140,400 at the maximum. A passenger taxi: from RUB 1,357 to RUB 5,428 per car a year.
