What construction insurance covers
A construction and erection all risks policy (CAR/EAR) protects the project under construction, materials and equipment on site against fire, natural hazards, theft, installation errors and other events for the whole duration of works. Liability to third parties — neighbours, passers-by, owners of nearby buildings — is often added.
How we calculated
According to the Bank of Russia, in 2025 companies concluded 49,500 policies insuring property during construction and erection works. Premiums averaged 0.078% of the sum insured for the whole policy term. Sole traders pay more — 0.174%: projects are smaller and there are no volume discounts. The calculator multiplies the contract value by this rate.
Third-party liability during construction is insured separately; according to the Bank of Russia, the average rate under such company policies is 0.099% of the limit, and you can estimate it in the liability calculator.
What affects the price
- Type of project: housing, roads, bridges, industrial facilities, reconstruction.
- Construction period and maintenance (warranty) period.
- Seismic zone, flood risk, proximity to other buildings.
- Contractor's experience, deductible, sub-limits for specific risks.
Estimates by company
The company coefficient is the ratio of its average premium per construction property policy to the market average (about RUB 878,000) according to the Bank of Russia for 2025. The average premium depends heavily on project size, so many companies fall outside 0.5–2.0 and show "price on request".
Preliminary estimate
A RUB 100 million construction project, contractor is a company: 100,000,000 × 0.078% ≈ RUB 78,000 for the whole term.
This is an indicative estimate; the insurer will give an exact rate after reviewing the project. Learn more on the construction and erection risks insurance page. Polis Re specialists will request offers via a request.
