Under OSAGO, a claim for direct loss settlement is filed with your own insurer. If you disagree with a claim decision, first send the insurer a written complaint. For individuals, disputes of up to RUB 500,000 (and OSAGO disputes regardless of the amount) must go to the Financial Ombudsman before court.
