How the OSAGO price is calculated in 2026

OSAGO (compulsory motor third-party liability insurance) tariffs are set by the Bank of Russia. Since 9 December 2025, Bank of Russia Directive No. 7204-U applies (as amended by Directive No. 7349-U of 4 May 2026). For cars, taxis and motorcycles, the premium is calculated as follows:

Premium = TB × KT × KBM × KVS × KO × KM × KS

For trucks and buses the formula is the same, but without the engine power coefficient KM.

What the coefficients mean

  • TB is the base rate. The Bank of Russia only sets a corridor: for cars owned by individuals and sole proprietors, from RUB 1,399 to RUB 8,665; for taxis, from RUB 1,267 to RUB 18,119; for motorcycles, from RUB 155 to RUB 4,260. Each insurance company chooses its own rate within the corridor according to its methodology and publishes it on its website.
  • KT is the territory coefficient, based on the owner's registered address in the passport. It ranges from 0.68 to 2.34: 1.8 in Moscow, 1.64 in Saint Petersburg and 2.34 in Novosibirsk.
  • KBM is the bonus-malus coefficient for the claims record: from 0.46 (class 13) to 3.92 (class M). A driver with no record in the insurance information system (AIS) gets class 3, KBM 1.17.
  • KVS reflects age and driving experience: from 0.83 (over 59, 15+ years of experience) to 2.27 (age 18–21, less than a year of experience). If there are several drivers, the highest KVS applies.
  • KO covers who may drive: 1 for a named-driver policy and 3.16 for an unlimited-driver policy of an individual owner. In such a policy KVS does not apply and KBM is taken at class 3.
  • KM is the engine power coefficient: from 0.6 (up to 50 hp) to 1.6 (over 150 hp) for cars, and from 1 to 1.66 for motorcycles.
  • KS is the period of use: from 0.5 for 3 months to 1 for more than 9 months a year.

How the Polis Re calculator works

Choose the vehicle type, city, KBM class, driver age and experience, who may drive, engine power and period of use. The calculator multiplies the coefficients from the Directive and shows the price at insurance companies that have published their base rates.

For each company we take the midpoint of its published TB range for cars owned by individuals. If we could not find a company's rates, the price is shown as "on request". For taxis, motorcycles, trucks and buses, the rate is scaled in proportion to the minimum of that category's corridor.

The estimate is preliminary

Each insurer chooses its TB within the corridor according to its own methodology, so the final price may differ from the estimate. The insurance company will quote the exact price when you buy the policy: it checks your KBM and driving experience in the AIS. The policy is issued by the insurance company; Polis Re helps you compare the terms.

What the policy covers

OSAGO limits are RUB 400,000 for property damage and RUB 500,000 for death or injury, per victim. Under the European accident report (europrotokol, filed without the police), you can receive up to RUB 100,000, or up to RUB 400,000 if the accident is recorded via Gosuslugi Avto or the DTP.Europrotokol app.

Learn more about the policy on the OSAGO page, about the rules in the Laws section, about what to do after an accident in the Insured event section, and about terms in the glossary. Compare insurers in the insurance company directory, and protect your own car with the KASKO calculator.
