About the company

LLC Insurance Medical Organization East Insurance Alliance (Vostochno-strakhovoy alyans, VSA) was founded in December 2001 and was among the pioneers of the OMS system in Primorye. In December 2011 it merged with Alfa-Garant, another OMS insurer in the region.

Today it is the largest regional SMO: according to the company, the entire population of Primorsky Krai subject to compulsory medical insurance is insured with VSA. Its branches cover all urban districts and municipal areas of the region. It has been a member of the All-Russian Union of Insurers since 17 May 2017.

How the company helps insured people

You notice the SMO’s work when something goes wrong at a clinic or hospital. The company:

  • reminds insured people about health check-ups (dispanserizatsiya) and preventive examinations through its insurance representatives;
  • checks the timing, scope and quality of medical care and carries out expert reviews following complaints;
  • helps if free care is refused or a clinic demands payment for services covered by the state guarantee programme;
  • advises on choosing a clinic and a doctor and on booking diagnostic tests;
  • issues the OMS policy and provides an extract on request.

If you need more than the OMS programme offers — clinics without queues or a wider range of services — consider voluntary medical insurance (DMS); employers can look at DMS for employees.

OMS policy: how to get it and how to change your SMO

Compulsory medical insurance is free for the insured: care under the state guarantee programme is paid for by the regional OMS fund, while the insurance medical organization supports the patient.

  • To apply you need a passport and SNILS (individual insurance account number); for a child — a birth certificate and a parent’s documents. Apply at the SMO office or via Gosuslugi.
  • The policy is now digital: since 1 December 2022 an extract from the unified register of insured persons is issued instead of a printed form, if you need one.
  • You can change SMO once a year — before 1 November — and more often if you change your place of residence.
  • The OMS policy works in any Russian region but not abroad: for trips, buy travel insurance.

According to the company, as of 1 January 2026 East Insurance Alliance had 1,771,343 insured people.

The money an SMO receives is not insurance premium in the usual sense: funds for medical care come from the regional OMS fund, so such companies are usually not ranked among insurers by premiums. The key indicator is the number of insured people.
