Since 9 December 2025, insurers have been calculating OSAGO (compulsory motor third-party liability insurance) under a new document — Bank of Russia Directive No. 7204-U of 9 October 2025 "On insurance tariffs for compulsory motor third-party liability insurance". It replaced Directive No. 6007-U and all its amendments. In May 2026 the new tariffs received their first amendment: Directive No. 7349-U of 4 May 2026 changed the territorial coefficients for the Novosibirsk Region. Here is what has changed and how it affects the price of a policy.

The key points

  • The base rate corridor has been widened: by 15% in both directions for most vehicle categories and by 40% for motorcycles.
  • A policy with no restriction on drivers has become more expensive: the KO coefficient for individuals rose from 2.32 to 3.16.
  • The new tariffs no longer contain the coefficients for gross violations (KN) and for towing a trailer (KPr).
  • Territorial coefficients have been revised: lowered for some territories and raised for others — the current values are given in the annex to Directive No. 7204-U.
  • Since 1 January 2026, new territorial coefficients apply to vehicles registered abroad.

The limits are unchanged: up to RUB 400,000 for damage to property and up to RUB 500,000 for harm to the life and health of each victim.

The premium formula

For cars (categories B and BE), motorcycles and taxis registered in Russia, the formula is:

Premium = TB × KT × KBM × KVS × KO × KM × KS

TB is the base rate, KT the territory, KBM the bonus-malus for a claim-free record, KVS the driver's age and experience, KO the restriction on the list of drivers, KM engine power and KS seasonal use. KM does not apply to lorries, buses, trams, trolleybuses and tractors. Each multiplier is explained in detail in "How the cost of OSAGO is calculated".

The new base rate corridor

The Bank of Russia sets only the minimum and maximum base rate. Each insurance company sets the actual TB within the corridor according to its own methodology, which is why the same driver gets different prices from different companies. For cars owned by individuals and sole proprietors the corridor is now RUB 1,399–8,665 (previously RUB 1,646–7,535).

Vehicle categoryTB, minimumTB, maximum
B, BE — individuals and sole proprietorsRUB 1,399RUB 8,665
B, BE — legal entitiesRUB 724RUB 6,580
B, BE — taxisRUB 1,267RUB 18,119
A, M, A1, B1 — motorcycles, mopeds, quadricyclesRUB 155RUB 4,260
C, CE up to 16 tRUB 791RUB 13,709
Tractors and self-propelled machinesRUB 383RUB 3,678

A separate appendix to the Directive lists the factors an insurer may not take into account when choosing the TB: nationality, language, race, membership of parties and associations, official position and attitude to religion.

Unrestricted policies: KO 3.16

The most noticeable change for car owners is the KO coefficient. If specific drivers are named in the policy, KO is 1. If any driver may drive the car, 3.16 applies to individuals (previously 2.32) and 1.97 to organisations.

Such a contract has one more feature. For a car owned by an individual with no restriction on drivers, the insurer applies the class 3 KBM — 1.17 — and does not apply KVS at all. The owner's accumulated no-claims discount does not work here. If only one or two people use the car, naming them in the policy is almost always cheaper.

KN and KPr abolished

The previous tariffs contained increasing coefficients for gross violations of the insurance terms (KN) and for using a car with a trailer (KPr). Directive No. 7204-U does not have them. A driver's accident record still affects the price through the KBM: every payout caused by the driver lowers their class.

Territorial coefficients

KT is determined by the place of residence of an individual owner and, for an organisation, by the location of the legal entity or its separate division. For settlements subordinate to a city or district, the KT of that city or district is used. Some current values for cars:

TerritoryKT
Moscow1.8
Moscow Region1.56
St Petersburg1.64
Leningrad Region1.24
Novosibirsk (as amended by Directive No. 7349-U)2.34
Yekaterinburg1.64
Ufa1.56

Murmansk1.78
Sevastopol0.82

Cars with foreign registration

Since 1 January 2026, special KT values apply to vehicles registered abroad. A coefficient of 1.7 applies to all vehicles from other countries, as well as to cars and motorcycles of individuals from states that commit unfriendly actions. For other vehicles of owners from such states the KT is 30. The contract term affects the price through the KP coefficient — from 0.2 for 5–15 days to 1 for 10 months or more.

What else has changed around OSAGO

  • Europrotocol. Without traffic police officers you can receive up to RUB 100,000. If the accident is recorded via an app or a GLONASS-based device, the limit is higher: up to RUB 200,000 if the parties disagree and up to RUB 400,000 if they do not. Details are in "Europrotocol in 2026: limits and procedure".
  • Checking KBM and policies. Since 1 October 2024, the operator of the automated insurance information system has been JSC NSIS. You can find out your KBM class by logging in via Gosuslugi (the state services portal) or from your insurer.

What a car owner should do

  1. Check your KBM before buying a policy. Errors in the database do occur, and they can be corrected — see the KBM guide.
  2. If you previously bought an unrestricted policy, calculate the option with named drivers.
  3. Compare several insurers: because the TB corridor is wide, the price difference can be significant. The OSAGO calculator gives a guideline.
  4. If you do not use the car all year round, specify the period of use: KS starts at 0.5 for three months.
