After a road accident, register it with the traffic police or by the European accident report (europrotocol): without the police the payout limit is RUB 100,000, or up to RUB 400,000 if the data is recorded via Gosuslugi Avto or the DTP.Europrotocol app. Then file a direct claim with your own insurer and present the car for inspection. Under OSAGO the insurer has 20 calendar days (excluding public holidays) to process the claim. For KASKO, property and other voluntary cover, the procedure and deadlines follow the policy terms.
If you disagree with the decision, send a complaint to the insurer. OSAGO disputes of any amount, and other disputes of up to RUB 500,000, go to the Financial Ombudsman before court (free for consumers). You can also complain to the Bank of Russia and, for OSAGO matters, to the Russian Union of Motor Insurers (RSA).
