The European protocol (evroprotokol) is a simplified way to register a road accident without calling the traffic police (GIBDD). The participants fill in an accident notification themselves and submit it to their insurers. The procedure is set out in Article 11.1 of Federal Law No. 40-FZ on OSAGO (compulsory motor third-party liability insurance). It saves hours of waiting on the road, and repairs or a payout can be obtained in the usual way.

When the European protocol can be used

All conditions must be met at the same time:

  • two vehicles (including their trailers) were involved in the accident;
  • only these vehicles were damaged — nobody was injured or killed, and no other property was damaged;
  • both owners have valid OSAGO policies;
  • the participants agree on the circumstances of the accident and the nature and list of damage. If there is disagreement, the European protocol is possible only when the accident data have been recorded and transmitted via the Gosuslugi Auto app or the “DTP.Evroprotokol” app.

If at least one condition is not met — there are injured people, more than two cars are involved, someone has no OSAGO — you must call the traffic police.

Payout limits

Registration methodMaximum payout
Paper notification without recording the accident data100,000 rubles
Recording and transmitting the data via Gosuslugi Auto or DTP.Evroprotokol400,000 rubles

If the damage exceeds the limit, the difference can be claimed from the at-fault driver. So if the damage is serious, it is better to register the accident with recording via the app or with the traffic police.

Step-by-step procedure

  1. Make the scene safe. Turn on the hazard lights and put out the warning triangle.
  2. Photograph the scene before the cars are moved: a general view, the positions of the vehicles, the damage, number plates, landmarks.
  3. Clear the road if you are blocking traffic: when nobody is injured, the traffic rules allow this after the scene has been recorded.
  4. Fill in the accident notification. One paper form is shared by both drivers: the front side is filled in together, the reverse side by each driver on their own copy. The alternative is an electronic notification in Gosuslugi Auto. Enter the details of the drivers and policies, draw a diagram, list the damage and mark the circumstances. Corrections are not allowed.
  5. Both drivers sign the notification — each keeps their own copy.
  6. Contact the insurer. The injured party files a direct claim settlement application with their own OSAGO insurer and attaches the notification.

Deadlines and obligations after the accident

  • A copy of the notification must be sent to the insurer within 5 working days of the accident.
  • At the insurer’s request, drivers must present their vehicles for inspection within 5 working days of receiving the request.
  • For 15 calendar days (excluding non-working public holidays) from the date of the accident, the car may not be repaired or scrapped without the insurer’s consent.
  • The insurer makes a decision within 20 calendar days (excluding non-working public holidays) after receiving all documents.

The electronic European protocol

In Gosuslugi Auto, the notification can be completed fully online: both participants enter the data in the app, take photos following the prompts and sign the document electronically through their verified accounts. No paper form is needed, and the data go straight to the insurers. This method is also convenient because it gives access to the higher limit.

If the other driver disagrees

If the other driver refuses to sign the notification, disputes fault or behaves aggressively, do not insist on the European protocol: call the traffic police and record the scene on video. An incomplete or unsigned notification may result in a refused claim.

How the damage will be compensated

For passenger cars owned by individuals, the priority form of OSAGO indemnity is repair at a service station on the insurer’s referral, without deduction for wear and tear of parts. Cash is paid in cases established by law, for example by agreement of the parties or if the insurer cannot arrange repairs. The calculation follows the Bank of Russia’s Unified Methodology.

Common mistakes

  • no photos were taken before the cars were moved, which makes it harder for the insurer to confirm the circumstances;
  • the notification contains corrections or was not signed by the other participant;
  • the participants’ agreement on the circumstances was not marked;
  • the damage was not listed in full — hidden defects are harder to prove later;
  • the car was repaired before inspection.

You can buy or renew a policy in the OSAGO section and calculate the cost in the OSAGO calculator. If the insurer refuses or underpays, see “Insurance Disputes after a Road Accident”.
