Do you need travel insurance to Montenegro?
Autumn 2026 is a turning point for trips to Montenegro. The country's government has extended visa-free entry for Russian citizens only until 31 October 2026 inclusive. From 1 November 2026 a visa will be required for entry: the date was confirmed by Montenegro's Ministry of Foreign Affairs, and the decision applies not only to Russia but also to a number of other countries.
Medical insurance is not mandatory for a visa-free trip. However, medical care for tourists in Montenegro is paid, and the Russian compulsory medical insurance (OMS) policy does not work abroad. Without insurance, any visit to a doctor, from a cold to an injury, is paid out of your own pocket.
How the rules depend on your entry date
| When you enter | Entry regime | Insurance |
|---|---|---|
| By 31 October 2026 inclusive | Visa-free, up to 30 days from the date of entry | Not mandatory, but recommended |
| From 1 November 2026 | Visa required | Insurance requirements for the visa have not been officially published; check with the consulate before applying |
If you entered by 31 October, you may stay 30 days from the date of entry. Buy the policy for this whole period at once, not just for the first days: extending insurance on the road is inconvenient, and it cannot be done retroactively.
If you plan a trip after 1 November, follow the official clarifications. If the consulate requires a policy with a certain sum or conditions, you will be able to choose one in the calculator to match these requirements. General principles of visa policies are described on the page insurance for a visa.
What matters in the policy
- Sum insured. For a trip to Montenegro people usually choose 30,000 EUR. For active leisure in the mountains or travel with children you can take more.
- Dates. The policy must cover every day of the trip, including the days of entry and departure.
- Territory. If you plan to visit neighbouring countries, for example Serbia, choose a territory that covers the whole route.
- Deductible. A policy with a deductible is cheaper, but you pay part of the costs in each case. A policy without a deductible gives more peace of mind, especially when travelling with children.
What to consider in Montenegro: key risks
Mountains and winding roads
Montenegro is a small but very mountainous country. The roads between the coast and inland areas are serpentines with sharp bends and changes in altitude. If you are going to drive, read carefully in the insurance rules how injuries while driving a vehicle are covered. Hiking trails in the mountains and national parks call for good footwear and caution: sprains and fractures on trails are a frequent reason to see a doctor.
Rafting on the Tara
Rafting through the Tara River canyon is one of the most popular activities in the country. Rafting counts as active leisure and is usually not included in a basic programme. Select the relevant activity in the calculator, otherwise an injury while rafting may not be an insured event.
Sea and heat
The coast is hot and sunny in summer. Sunburn, heatstroke, injuries on rocks and when diving into the water, and stomach upsets caused by a change of diet are typical reasons why holidaymakers see a doctor. Scuba diving and other water sports also require the corresponding option.
Useful options
- Emergency dental care: in case of acute toothache.
- Accident: a cash payment for an injury on top of covering the treatment.
- Third-party liability: if you accidentally cause harm to other people or their property.
- Baggage and flight delay: for flights with a connection.
- Trip cancellation: in case the trip falls through for reasons listed in the insurance rules. Read more on the page trip cancellation insurance.
How to choose the sum insured and the programme
Start with the route. For a relaxed beach holiday, basic medical cover, emergency dental care and, if you like, baggage cover are enough. For a trip with rafting, hiking and a rental car, add active leisure and accident cover. Older travellers and those with chronic diagnoses should include the Chronic conditions option. If you are still choosing a destination in the Balkans or the Mediterranean, also see the page travel insurance to Greece.
What to do if something happens
- Call the assistance company on the number in your policy before going to a clinic, if your condition allows.
- Agree on the medical facility and the payment procedure with the assistance company.
- Do not pay for treatment yourself without approval, otherwise the costs may not be reimbursed.
- Collect the documents: medical reports, invoices, receipts for medicines and prescriptions.
More on what to do is in the section insured event.
